Wayne advises producers on farm-program eligibility requirements that can enhance their farm-business structure and operations. Farm bill issues are convoluted and complex. The eligibility issues and appeals that he expertly fields have the potential to significantly impact land and operation profitability.

Previously a county executive director and state program specialist for the Farm Service Agency (FSA), Wayne thrives on deciphering each farm bill’s intricate complexities. He’s studied 40 years of farm-bills in-depth, applying them across thousands of operations and scores of unique situations. He pores through each new bill and spreads his knowledge across the farm-program services team he leads. Together, the team impacts the bottom line of producers every single day.

People rely on Wayne’s advice and gain piece of mind when he resolves eligibility questions and challenges. For example:

  • Winning an appeal with a step-by-step analysis, when the Farm Service Agency requested $1.2 million of program payments back from a producer.
  • Resolving an Idaho producer’s proactive concern about possibly violating the “cash rent tenant” rule. Involved reviewing the operation in detail, changing from custom farming to equipment lease arrangement, and updating their plan to clear up what would have potentially been $500,000 due in back-farm-program payments.
  • Successfully led a state appeal for a Kansas family in which the FSA said four daughters were not actively engaged in the farming operation. Proved that three of the four were participating in the business, thus, preventing a reduction of program payments from $160,000 to $40,000.

Agriculture is a big part of Wayne’s life. He grew up on a farm, and owned and operated a dairy farm in Northwestern Minnesota. He is a renowned ag consultant and speaker, passionate about educating and working with farmers across the nation.
